新世纪我国图书馆立法的思考

本文从我国图书馆立法的历程和国外图书馆的立法的经验两个角度,分析了制定图书馆法的必要性及可能性,界定图书馆法的调整对象,并对其调整的社会关系的特征进行了分析,旨在为即将制定的统一的图书馆法提供一定的借鉴。同时,结合我国图书馆事业发展的实际,对我国图书馆立法及其相关问题作初步探讨。

Reflections on China''''s Legislation on Libraries in the New Century

This paper makes an analysis of the necessity and possibility to make library laws with consideration of China's legislative course and foreign experiences on this issue.It also defines the targets to be adjusted by this law,and analyzes the characteristics of the social relations to be adjusted by this law,providing some reference to the would-be-made library laws.At the same time,this paper also makes a tentative discussion on China's legislation on libraries and some related questions,combined with an introduction of the real situations of the development of libraries in China.
