社会主义新农村建设与养老问题的思考

重视农业、农村、农民问题是我们党的一贯战略思想,建设社会主义新农村需要关心农村人口的现实利益问题。提高农民生活水平,改善他们的生活质量,解决农村老人防老、养老的后顾之忧,必须探索农村社会养老问题。本文根据中共中央提出的关于建设社会主义新农村的重大历史任务,和十六大报告提出的“有条件的地方探索建立农村养老、医疗保险和最低生活保障制度”的要求,从现阶段农村养老问题的现状出发,提出一些解决农村养老问题的思路。

Construction of Socialist New Rural Areas and Problems of Caring the Old

The paper,based on the major historical tasks to construct the socialist new rural areas put forward by the Party Central Committee and the requirements to probe into the construction of the system of the cares for the old,the medical insurance and the minimum social securities in the rural areas where there are conditions as stipulated in the Report of the Sixteenth National Congress,.proposes some solutions to the problems existing in the cares for the old in the rural areas in the light of the present situation of such problems.
