建筑业高质量发展的内涵与政府治理职能研究

建筑业高质量发展对新时代我国经济发展模式的转变至关重要，其实现有赖政府充分发挥行业治理作用。通过梳理“高质量发展”相关理论成果，从发展标准、方式和过程 3 个维度界定建筑业高质量发展的科学内涵，构建建筑业高质量发展下的政府治理职能分析框架，据此提出高质量发展要求下我国政府治理职能的提升对策与建议。研究结果表明，在支撑建筑业的高质量发展阶段，我国政府亟待从战略规划、政策制定、制度创新、服务供给和市场监管等多项职能出发，提升政府对建筑业高质量发展的综合治理能力。

Research on the Connotation and Government Governance Functions ofHigh-Quality Development of Construction Industry

The high-quality development of the construction industry is critical to the transformation of China’s economicdevelopment. Promoting high-quality development of construction industry depends on the government’s full play in industrygovernance. Based on the review of the theoretical results of "high-quality development"， the scientific connotation of high-qualitydevelopment of the construction industry is defined from the dimension of development standard， method and process. Byconstructing a government governance function analysis framework under the high-quality development of the construction industry，this paper puts forward the countermeasures and suggestions to improve the government governance function under the high-qualitydevelopment needs. The research results show that the current industry governance capability of the China government is insufficientto support the high-quality development of the construction industry. It is urgent to start from multiple functions such as strategicplanning， policy making， system innovation， service supply， and market supervision to enhance the government’s comprehensivegovernance capabilities for the high-quality development of the construction industry.
