十六届三中全会提出建立健全现代产权制度 ,指出产权是所有制的核心和主要内容 ,是改革的关键所在。本文首先从有关产权的理论回顾为出发点 ,分别介绍了马克思经济学和西方经济学对于产权理论的不同解释和主要观点 ;以此为基础 ,分析了当前建立健全现代产权制度对于我国市场经济完善、国企改革和农民问题等都具有重要意义 ;文章的最后主要探讨了建立健全我国现代产权制度的一些政策建议和措施

Establishing and Perfecting the Modern Equity System Is the Key to Developing Reform in China

The Third Plenary Session of the 16th Central Committee of the CPC proposes establishing and perfecting the modern equity system, points out that the property right is the core and main content of the ownership, is the key to reform. This text firstly reviews the theories about property right, separately introduces different explanations and main views about the property right theory in Marxist economics and western economics, secondly analyzes the importance of establishing and perfecting the modern equity system to improve market economy of our country, to reform state-owned enterprises and to solve peasant issues, etc.finally probes into some policy suggestions and measures to establish and perfect the modern equity system in our country.
