摘    要:科学的标准体系是水资源实时监控与管理系统建设的基础和技术支撑。密切结合水资源实时监控与管理系统的特点.全面分析了现有的相关标准,识别了标准建设方面存在的主要问题与差距;通过业务需求分析,提出了水资源实时监控与管理系统标准体系的框架设计、主要内容及编制建议。

Abstract:Scientific standard system is the foundation and technical support of water resources real-time monitoring and controlling system. According to the characteristics of water resources real-time monitoring and controlling system, the paper analyzes roundly existing correlative standards and identifies the primary problems and gaps on the construction of standard system. Then by analyzing the requirements of water resources operation, the authors put forward the framework, central contents and some suggestions for the standard system.
