市县级政策与管理在古村落保护和旅游中的重要性——以黄山市、大理州和丽江市为例

在古村落保护和旅游中,由于国家级和省级的农村建房、村落保护和土地使用政策存在一些争论条例和“模糊地带”,这些政策在执行过程中产生的矛盾都集中于市县级政府。市县级政府面对各种矛盾的调解与利益的得失,结合当地实际和自身利益,施行不同的市县级政策和管理,这对指导村民和开发商如何修建和保护房屋起到了关键作用,并最终影响到村落形象和村落旅游。

Since there exist some arguable regulations about rural construction, village conservation and land use in policy at national and provincial level, all the contradic-tions in implementation needed to be reconciled are left to the government at city and county level. In light of local practice and interest for itself, the policy and administra-tion of local government will play a key role in guiding vil-lagers and developers to realize house construction and conservation, and finally influences village image and tour.
