北约情报监视和侦察互操作体系研究

摘    要:武器系统之间的互操作能力是实现信息化、网络化作战的前提条件。全面介绍了北约情报、监视和侦察互操作框架( NIIA)的顶层架构、技术视图、互操作级别的定义及相关的多个标准化协议,重点描述了北约空中侦察平台与情报处理单元之间、情报处理单元与情报需求用户之间的交互接口,为成体系地深入研究北约情报、侦察与监视( ISR)系统提供了基础资料。借鉴NIIA的架构思想、设计管理模式,结合我国ISR建设现状,对我国ISR互操作性建设提出了几点建议。

Abstract:The interoperability between weapon systems is a precondition for realizing informationized and networked warfare.The paperintroduces the top architecture and technical view of the NATO ISR Interoperability Architecture ( NIIA ) and its definition of interoperability level, as well as the related multiple standardization agreements. It describes in particular the interactive interfaces between the airborne surveillance platforms and information processing units,and between the information processing units and the users who have information requirements.It provides basic information for any further and architectonical researches on NATO intelligence, surveillance and reconnaissance ( ISR ) . Based the current ISRdevelopment status of China, several suggestionsare also given on the development of Chinese ISR interoperability by referencing the architecture idea and design management mode of the NIIA.
