“一提一补”制度节水效果研究

"一提一补"制度是河北省衡水市桃城区在省级节水型社会建设试点期创建的农业节水制度。以桃城区"一提一补"制度实施3年来的试点为研究对象,将与试点村村情相近的非试点村作为参照,对"一提一补"制度节水效果进行全面客观的分析,证明了试点村在"一提一补"节水制度实施后3年的制度节水率分别为:2006年16.46%、2007年19.04%和2008年21.05%。通过对试点村进行分析研究,分别计算出了各年度种植结构调整、工程建设、农艺节水措施、用水精细化管理等几种措施的节水率,为制度推行提供了有力技术支撑。

Study on water saving effect of the system of increase price and allocate subsidy
