| 摘 要： | 新一轮近期建设规划应加强规划导向,以体现公平与效率的价值取向,实现对"社会经济发展规划"土地和空间的主导安排:使规划意图回归至土地与空间承载平台,进行土地与空间干预,实现土地与空间干预.要强化规划导向的近期建设规划,就要制订规划导向的土地供应计划,实现空间策略引导,强化规划导向的重点策略区引导.

| Abstract: | The new immediate plan should stress planning guidance to realize equity and efficiency as well as land and space arrangement of social economy development plan. Land and space should always be the central elements of urban planning. In addition, Land supply plan should be made to realize the spatial guidance of immediate plan. |
