| 摘 要： | 首先指出以平均先进性原则编制企业定额将不适应建筑市场的演化,建筑企业应采用标杆管理来指导企业定额的制订。其次,简单介绍了标杆管理并提出了用标杆管理来指导企业定额编制的基本框架:以内部标杆管理为基础,外部标杆管理为方向,功能标杆管理为支撑,通用标杆管理为突破点,并借助第三方标杆管理来全面提升企业定额水平并辐射到企业各项工作中,提高企业竞争能力。最后,说明了应用标杆管理编制企业定额过程中应该注意的问题。
