| 摘 要： | 节能减排问题蕴含着发展理念、发展道路、发展模式的创新和提升,是应对资源紧缺和环境有限承载能力挑战的必然选择,是遵循人类社会发展规律和顺应时代发展潮流的战略举措。不科学的发展理念、管理理念和环保理念是其最大的根性障碍。节能减排需要转变政府治理理念、树立人居环境观念以及加强节能减排理念教育。要加强引导树立企业绿色经营理念并培育公众环保理念。
