Suggestion of Power Quality Market (PQM) enriches electricity market, and requires more advanced methods for power quality management. PQM belongs to market economy, so what need to be improved urgently is economic managing means. Analyzing management feature of PQM, this paper confirms functions of power quality supervising department, proposes the idea of "charging for electrical equipment" and the policy of "electromagnetic pollution emission permit" to ensure social equity, and describes initial distribution of emission right and method of charging for pollution. This paper also proposes the "trade institution" to optimize resource, and defines the contents of emission right.
