新旧城区容积率弹性控制方法探讨

摘    要:容积率直接反映了一片地区或一宗地的开发利用情况及其经济价值.控制性详细规划中在对容积率进行赋值时,各地方规划管理部门制定的城市规划管理技术规定是其主要依据.但该类规定中的相关内容制定得往往过于粗略,对城市内部不同的区域在开发特征上存在着差异性缺少考虑.主观臆断式的“一刀切”赋值方法对于城市整体的开发百无一利,由此,本文将以探讨容积率指标弹性控制为出发点,针对城市中新、旧城区的开发建设特征,对区域差异视角下的容积率弹性控制展开探讨,提出“近实远虚”的弹性值域控制方法以期带来新旧城区协调发展.

Abstract:FAR directly reflects the development and utilization and its economic value of a region.In the regulatory detailed planning,FAR’s main basis is the local planning management department of city planning administration formulated technical regulations.Since the related content in the provisions drawn up are often too roughly,and lack of consideration to the city in different areas which have differences on the development characteristic.It is bad that subjective assumption to assign FAR to the development of the whole city method.Thus,this paper discusses FAR as the starting point,according to characteristics of regional differences in the new and old city development,and discusses on the FAR’s elasticity control on the perspective of regional differences,and puts forward elastic range control method"nearly real far virtual",so as to coordinate the developments in the new and old areas in the city.
