针对绿色农业提出了水资源利用技术实施的整体原则：节水，提高水量与水质的保证率，不侵占生态用水．开发并实施科学的水资源监测与管理方案．并对提高有效灌溉面积和水污染防治技术实施原则进行了较详细的探讨。建议实施绿色水利服务于绿色农业．加强绿色农业水污染防治，加强科技资源整合与人才培养为关键内容的战略和途径来支撑中国绿色农业（北方寒区）水资源合理利用。

Study on implementation principles of water rational use for green-agriculture China in cold northern areas

The integrated principles in terms of Green-agriculture are put forward: water-saving; enhance the guarantee efficiency of water quantity and water quality; no occupying ecological water demands; develop and implement the scientific water monitoring and management program. A relatively detailed on implementation principles of enhancing the valid irrigation area and controlling water pollution are discussed. Recommendations that Green-Water Conservancy contributing to Green-agriculture, strengthening water pollution control of Green-agriculture and integrating scientific and technical resources should be put into practice, so as to support the water rational use during of developing Green-agriculture China in Northern Cold Areas.
