LNG项目的储气调峰作用——兼论LNG项目建设理念的转变

如何解决天然气储气调峰、应急供应问题，国内外一些成熟的做法提供了可借鉴的经验。面对一个高速增长的天然气市场，天然气基础设施建设需要一定的超前性，需要保证一定的备用供应能力和一定水平的储备量。在不具备建设地下储气库条件的区域，规划建设液化天然气（LNG）项目是实现储气调峰、应急供应目标的有效措施。结合国际LNG贸易流动性增加等新特点，应转变建设理念，从落实LNG资源、市场，转变到落实处理能力，在合理规划建设LNG项目的同时，适当提高LNG接收站的处理（储备）能力，强化其储气调峰功能。这样不仅可承担起部分储气调峰、应急供应任务，还可以此为契机，争取进口天然气定价的话语权；从长远角度来看，有利于促进输气管道、LNG接收站等基础设施的公用化。

Storage and peak-shaving role of LNG projects:A new concept in the LNG project construction

Much mature experience at home and abroad can be learned to solve the problems of gas storage, peak shaving and emergency supply. Since the natural gas market is rapidly developing, decision makers should have the foresight in the infrastructure construction to make sure a certain spare supply capacity and storage quantity to a sustainable degree. In those regions without the condition of building the underground natural gas storage tanks, the planning of an LNG project is an effective countermeasure to achieve the goals of gas storage, peak shaving and emergency supply. The developing trend of the global natural gas market has brought a new concept into the present LNG project construction in China. Some suggestions are put forward in domestic LNG projects: (1)the concept of LNG project construction should be altered from its former focus on the long term LNG sources and market to the present spotlight on the handling capacity of LNG storage, thus, to accelerate the generalization of infrastructures; (2)the LNG in stock should be supplemented to increase the capacity in quantity for gas supply and peak shaving instead of only relying on long distance pipeline; (3)the authority departments of the local governments in those areas with appropriate conditions should support more LNG receiving stations to be built connected to the gas pipeline; (4)the LNG infrastructure should be strengthened rapidly and our speaking right on the imported gas in the global trade should be won in near future.
