试论水利风景区建设管理的突破之道

水利风景区与其他各类景区(保护区)相比,具有一定的特殊性。"水"是水利风景区得以存在和发展的核心要素,文化是风景区的灵魂。从文化的视角分析水利风景区所具有的文化内涵,认为水文化和地域文化、历史文化是水利风景区的三大文化组成,而水文化是水利风景区最具特色的文化,和其他各类景区文化有着明显的差异性,并据此提出以先进的水文化引领水利风景区建设管理。

Discussion on the construction and management of water conservancy scenic spots

Compared with other scenic spots （or conservation areas）,the water conservancy scenic spots enjoy some peculiarities,which depend on water as the core element to exist and develop,and culture as the soul.From the perspective of culture,it analyzes the cultural connotation of water conservancy scenic spots and points out that the culture of water conservancy scenic spots is constituted of water culture,regional culture and historical culture.The water culture is the most distinctive culture which is apparently different from the culture of other scenic spots.It also puts forward that construction and management of water conservancy scenic spots should be guided by the advanced water culture.
