资源型矿业城市的生态化转型研究

在实施可持续发展战略进程中 ,我国一些资源型矿业城市做出了重大贡献。但是 ,由于长期受市场经济体制和特殊的成本机制的影响及长期的历史积累 ,资源型城市在新的市场体制下 ,面临着矿产资源衰竭 ,经济和产业结构单一 ,传统产业落后 ,一些企业经济下滑 ,职工下岗 ,生活水平下降 ,区域环境恶化等许多矛盾和困难 ,亟须调整产业结构 ,提升、优化传统产业 ,寻求接续替代产业。党的十六大提出了支持以资源开发为主的城市和地区发展接续产业 ,支持振兴东北地区等老工业基地。本文结合资源型城市 (抚顺 )矿产资源、产业结构、资源能源消耗以及生态环境保护状况 ,论述了推进资源型矿业城市生态化转型的途径和对策。

STUDY ON THE ECOLOGIC TRANSFORMATION OF RESOURCES MINING CITYJ U a Song-tao

Some resources mining cities have made important contributions to the economic development in the process of implementing the sustainable development strategy. However, with the long-time impact of market economy system, special cost mechanism and accumulation of history, resources cities are confronted with many problems such as exhaustion of resources, single structure of economy, lagging development of traditional industries, declining of many enterprises, high unemployment rate, low income and financial difficulties, and worsening of regional environments under the new market mechanism. It is urgent for resources cities to adjust the industry structure, improve the traditional industries and seek the substitutable industries. The Sixteenth National Congress of the CCP puts forward to develop the substitutable industries in resource cities and regions and revive the old industrial bases in Northeast China. On the basis of the mineral resources,the industry structure, consuming of resources and the situation of ecologic environment, this paper discusses the approach and countermeasures to insist on the concept of scientific development and promote the progress of ecologic transformation.
