| 摘 要： | 近年来,重特大突发事件的频繁发生促进了应急信息平台的建设工作。本文首先分析特大城市区级应急信息平台的功能,接着分析并给出城市区级应急信息平台的体系结构,该体系结构共包括网络通信层、信息资源层、信息共享交换层、业务层和门户层五个层次,最后以天津经济技术开发区应急信息平台为例,给出城市区级应急信息平台开发方案。
