介绍了中国石化江苏石油分公司在安全管理方面,重构安全管理责任体系,初步实现从“三级管理”向“二级管理”的转变,特别是确立了“管生产经营必须管安全”的原则和一把手负总责的经验。在安全管理上注重加强安全管理队伍的专业化建设,并把安全管理队伍定位为“三大员”,(当好服务员,为企业经营创效提供保障;当好教练员,培育一支安全管理的专业队伍;当好裁判员,严格执法,兑现奖惩;)创新机制,全面引入HSE管理,更新观念,实行全员、全天候、全过程和全方位安全管理,以实现HSE长效管理的作法。
