摘    要:水务涉及领域众多,评价一个地区水务状况须建立符合实际,考虑多种因素的评价指标体系。上海市位于典型的平原感潮河网地区,易受上游洪水、下游高潮、区域暴雨滞水、台风等影响。在考虑上海市水务管理特色的基础上,针对防汛减灾安全和水源地水质安全两个管理目标,建立了评价体系,并利用评价体系对上海市两个管理目标进行了评价。评价结果反映了上海市各区的防汛减灾能力和各水源地水质的安全保障能力。

Analysis on evaluation index system of water affair construction of estuary cities:case of Shanghai
Abstract:Water affairs involve multiple sectors, so the index system to evaluate the water affairs of a region must be in line with the practical situation and consider many factors. Shanghai is located in the plain tidal area with river network and is prone to the influence of upstream flood, downstream high tide, regional waterlogging, typhoon etc. By considering the characteristics of water affair management of Shanghai and aiming at 2 management targets of flood control and disaster mitigation and water quality safety in water sources area, an evaluation system is set up and the 2 management targets are evaluated by the system. The evalu-ation results reflect the capability of flood control and disaster mitigation and the safety guarantee ability in water sources areas in various administrative regions of Shanghai.
