| 摘 要： | 首先分析突发公共卫生事件的危害性，然后对突发公共卫生事件预警系统的意义与必要性进行阐述，随即从预警系统的数据流程、预警系统的实现与预警系统的实施这三个方面对基于Web的突发公共卫生事件预警系统进行研究，最后以太湖蓝藻突发为例的公共饮水卫生事件实证研究。

| Abstract: | The dangers of public health emergencies are analysed at first, and then the significance and the need of public health emergency early warning system are elaborated, and Web-based on public health emergency early warning system from data flow. frame and building of early warning system are researched. In the end, example of cyanobacteria in Tai Lake, for drinking water of sudden public health events is studied. |
