摘    要:随着风电的大规模并网,其出力的不确定性和反负荷特性使受电区域面临严峻的风电消纳和调峰问题,进行区域间调峰互济是解决该问题的有效途径之一。在区域间调峰互济的调度模型基础上,引入信息间隙决策理论处理风电不确定性,量化分析了风电出力波动对系统调峰及运行成本的影响,将风电波动引起的成本变化引入到调度模型中,将双层优化问题转化为单层优化问题,建立了考虑风电不确定性的区域间调峰互济改进模型,该模型可求得区域间调峰互济的鲁棒策略。最后,通过算例仿真验证了所提模型的有效性,结果表明通过改进模型解得的调峰互济策略与传统模型解得的策略相比,对于风电波动具有更好的鲁棒性,可有效减少弃风并降低总运行成本。

Abstract:With the integration of large-scale wind power, power systems are faced with severe wind power consumption and peak-regulation problems due to the uncertainty and counter-load characteristic of wind power. Reciprocal peak-regulation trading of inter-regional grids is an effective way to solve these problems. Based on the reciprocal peak-regulation trading model of inter-regional grids with wind power, the information gap decision theory is adopted to deal with the uncertainty of wind power and the influence of wind power uncertainty on peak-regulation and operation costs is analyzed. The cost variation caused by wind power fluctuation is integrated into the dispatch model and the bi-level optimization problem is transformed into a single-level optimization problem. The modified model considering wind power uncertainty that brings about robustness is proposed. Finally, the simulation results show that the proposed model is better suitable for enhancing the capability of accommodating wind power and reducing the total operation costs.
