江苏省居民二次供水设施建设改造及管理

多年来,江苏供水坚持在源头管控、水源预警、工艺改造及管网优化等多方面发力,搭建形成了"备用水源、深度处理、严密检测、预警应急"的供水安全保障体系,供水安全保障能力得到了稳步提升,为保障人民身体健康和经济社会发展作出了积极贡献。然而,由于历史原因,供水环节"最后1公里"的二次供水问题则显得日益突出,限制了供水品质的全面提升。经过"十一五"以来的探索与努力,江苏初步探寻了居民二次供水设施的改造模式,并付诸实施,未来江苏将全面推行居民二次供水设施的建设改造和规范管理,助力江苏实现"常规优质水、应急合格水"的供水安全保障目标。介绍了江苏省居民二次供水设施改造及管理经验,可为其他城市提供借鉴。

Reconstruction and Management of Resident Secondary Water Supply Facilities in Jiangsu Province

Over the years, Jiangsu water supply had persisted in many aspects, such as water source control, water warning system, technology transformation and pipe network optimization, and had built up water supply security system including standby water source, advanced treatment, rigorous detection, early warning and emergency response. The security ability of the water supply had been improved steadily, which contributed to both people' s health condition, economic and social development in Jiangsu Province. However, due to historical reasons, the problem of secondary water supply, the terminal stage of water supply, had been increasingly prominent, which had limited the comprehensive improvement of water quality. With the exploration and efforts since the Eleventh Five-Year Plan, the reconstruction mode of resident secondary water supply facilities was discovered preliminarily and practiced in Jiangsu Province. In the future, the reconstruction and standardized management will be fully implemented in Jiangsu Province in order to promote the implementation of water supply security in regular quality water and emergency qualified water. This paper introduced the renovation and management experience of secondary water supply facilities for residents in Jiangsu Province, which could provide reference for the quality assurance of secondary water supply in other cities.
