摘    要:为保证流域水生态补偿机制的实施功效,促进流域整体目标的协调发展,基于流域水生态恢复优先序判定理论,综合考虑自然资源、生态环境和经济社会要素,利用分段线性收益方程,借助环境判定矩阵进行流域物种组成和环境因素间的变量分析,提出了流域水生态恢复优先序判定方法,并将其应用于永定河官厅水库以上流域。结果表明,研究区河岸水生态自然状况得分的平均值为60.8,洋河张家口市和桑干河册田水库以下张家口市为生态修复的首选区域。这反映了实施生态补偿对流域水生态的改善具有促进作用。

Abstract:To ensue the effectiveness of water related eco-compensation mechanism and promote coordinated development of global target, based on the decision theory of water related eco-compensation restoration priority, this paper presents the theoretical framework to judge the priority of water ecological restoration by considering the impact of natural resources, ecological environment and eco-social factors. And then the program of determining watershed ecological restoration priority is given by taking advantage of discontinuous linear gain equation and connecting the different situations of ecological governance. Finally, the proposed method is applied to the upstream of Guanting Reservoir in the Yongdinghe basin. The average value is 60.8 to reflect the riparian aquatic ecosystems natural conditions. Under comprehensive judgment, Yanghe River in Zhangjiakou City and the downstream of Cetian Reservoir in the Yongdinghe Basin were the primary zones to realize ecological restoration, which shows that the eco-compensation can promote the improvement of water related ecology.
