浙东引水沿线地区水量调度研究

随着经济社会持续快速发展,浙东地区工程型、资源型及水质型缺水问题越来越突出,浙东引水工程已经全面建成通水,为确保区域生活、生产、生态用水安全,根据浙东引水沿线地区水资源和水利工程情况,分析了开展区域水量调度工作的必要性,提出了浙东引水沿线地区实施水量调度的总体框架,包括调度目标、调度原则、水量分配、工程体系、常规调度、应急调度、调度管理等内容,为浙东引水沿线地区实施水量统一调度管理提供了参考。

Study on Water Quantity Operation of Areas along Eastern Zhejiang Diversion Project

With the rapid economic and social development of areas along eastern Zhejiang diversion project, three types of water shortage problems, lagging of water conservancy projects, poor water quality and water resource are becoming increasingly highlight. Eastern Zhejiang diversion project has been completed, so water quantity operation of areas along this project is an important measure to ensure the regional life, production and ecological water security. This paper introduces the needs for regional water quantity operation and discusses the key issues for the implementation of water quantity operation, including the general framework, water quantity operation model, water quantity operation measures, project systems, traditional and emergency dispatching, operation management. It is helpful for the implementation of joint water quantity operation of areas along eastern Zhejiang diversion project.
