调整国有经济战略布局是国有企业改革的重大举措

经济布局通常是指一国经济资源在地城空间和部门空间上的配置及运行状况。长期以来，我国国有经济的布局由于受计划经济体制的制约，存在诸多不合理因素，一是行业部门分布太广，二是小企业占绝大多数。十五大报告指出：要对国有经济布局进行战略调整。本文分析了调整国有经济战略布局的背景和目标，论述了调整国有经济布局的基本原则，指出了调整国有经济布局需要注意的几个问题。

Adjusting the Strategic Distribution of State-Owned Economy is the Great Step of Reform of State-Owned Enterprises

Generally speaking,economy distribution refers to the disposing and running state of a country's economic resource between district space and department space. For quite some time,as a result of the restriction of planned economy system,there exist a lot of unrea- sonable elements in the distribution of our state-owned economy: one is the loose distribu- tion of the trade and the department,the other is the overwhelming majority are small-sized enterprises. In the Fifteenth Party Congress Report,it promises to adjust the distribution of the state-owned economy strategically. In this article,the author analyses the background and destination of adjusting the strategic distribution of state-owned economy and discusses the basic principles of the adjustment,and furthermore,it points out several notable problems of the adjustment.
