淮河入海水道在2003年大洪水中的作用分析

摘    要:淮河入海水道工程建成后于2003年汛期首次启用,历时33 d,共分泄淮河洪水44亿m3。文中回顾了入海水道分洪的背景及过程,客观地分析了入海水道工程的启用对有效降低洪泽湖水位、减轻入江水道、分淮入沂、苏北灌溉总渠防洪压力发挥的作用,可为今后入海水道工程的调度运行提供参考依据。

Abstract:Huaihe River Sea-entering Channel was initially put into operation during the flood period in 2003 with a duration of 33 days,during which the flood water of 4.4 billion m~(3) was discharged into the sea.The background and the process of the flood discharge are reviewed herein,and then the functions of the channel,such as effectively lowering the water level of Hongze Lake and alleviating the pressures on the flood controls for both Anhui and Jiangsu provinces,are analyzed as well;which can be taken as a reference for the management and operation of the similar projects in the days to come.
