| 摘 要： | 探索和研究西部城镇土地开发 ,必然涉及到西部地区的土地资源、特征、耕地保护与政策调整。文章重点研究西部地区土地资源的利用及其政策调整和西部地区城镇开发的重点及其城镇开发的资金筹措 ,以及如何建立城市建设资金的良性循环机制问题。
