摘    要:新近实施的《招标投标法》对工程招标投标工作提出了更高的要求。谰标是工程招标投标的关键,现行的工程评标体系存在评标方法偏重定性、评标专家库、评标委员会不尽合理等缺陷。本文运用多目标模糊决策方法和专家系统实现了评标方法的定量化、程序化;通过偏好分析,提出对评标专家库进行细分,使得评标委员会的组成更加合理,从而最大程序地降低了人为因素的影响,完善了评标体系,为发展工程招标投标进行了有益的尝试。

Abstract:The Law of Inviting and Tendering Auction which has been put into practice recently requires higher demand of construction inviting and tendering auction .Evaluation auction is the key to auction ,while the current system of construction evaluating auction has shortcomings, such as the method of evaluationg auction stressing on quality and the evaluating auction committee not being rational. This paper uses the multi-object fuzzy decision-making and the expert system to accomplish the quantity and program of evaluating auction method ,and uses the analysis of preference to make the composition of evaluating auction committee more reasonable by subdividing the expert bank of evaluating. The measures taken above lead to the minimum of artificial influences and consummating evaluating auction system, and make a useful attempt to develop inviting and tendering auction as well.
