This thesis discusses engineering cost controlling points and existing problems at design phase,introduces engineering cost controlling countermeasures at design phase from four aspects of rationed design,value engineering,standard design and establishing corresponding regulations,which has significant meaning for correctly determine engineering cost and improving investment efficiency.
