摘    要:2015年3月31日,土耳其发生了大规模停电事故。事故起源于土耳其东西向输电通道内一回400kV联络线线路重载跳闸,随后发生的连锁故障导致电网崩溃,土耳其全国的电力供应几乎全部中断。文中详细介绍了事故前土耳其电网的运行情况以及事故的发展经过和恢复过程,分析总结了事故教训,解析了事故根本原因。结合中国电网实际情况,提出了保障中国电网安全稳定运行、防止大停电事故发生的几点建议。

Abstract:On March 31, 2015, a widespread electrical blackout occurred in Turkey. The blackout was caused by the trip on the overload of a certain 400 kV line in the transmission corridor from east to west. The following cascading failures led to the blackout. Almost all the electricity power supplies of Turkey were interrupted. This paper describes the general system conditions before the blackout, the sequence of events and the system restoration process. Then the lessons of the blackout are analyzed and summarized. Furthermore, the root reasons of the blackout are analyzed. Finally, certain recommendations for guaranteeing the security and stability of power grid and preventing the occurrence of blackout in China are given.
