地下水保护的生态补偿机制研究进展

摘    要:目前我国地下水环境破坏严重,地下水的保护与修复缺乏有效的激励和保障机制,建立与完善地下水保护的生态补偿机制具有重要的现实意义。但鉴于地下水循环的复杂性与人类对其有限的认知程度,我国对地下水破坏与保护的生态补偿制度还不完善,亟需建立系统科学的理论方法体系。因此,本文旨在通过梳理国内外在地下水生态补偿方面的理论研究及实践探索,总结出可借鉴的经验与成果,揭示关注的焦点难点问题以及亟需突破的方向,为我国建立地下水生态补偿机制提供参考依据。

Abstract:At present, the groundwater environment in our country is seriously damaged, and the protec-tion and restoration of groundwater lack effective incentive and guarantee mechanism. In this case, the es-tablishment and improvement of the ecological compensation mechanism of groundwater protection is of great practical significance. However, in view of the complexity of groundwater circulation and the limited under-standing of human beings, the ecological compensation system for the destruction and protection of ground-water is not perfect yet. So it is urgent in need to establish the systematic and scientific theory and meth-od system. Therefore,by combing the theoretical research and practical exploration about groundwater ecolog-ical compensation at home and abroad, this article aims to sum up the experiences and achievements that can be used for reference, and reveal the focus and difficult issues of concern and the direction needing to make breakthrough,so as to provide reference for establishing groundwater ecological compensation mech-anism in China.
