江苏省水资源管理现代化指标体系研究

立足于江苏省水资源管理现代化建设背景，从水资源管理现代化内涵出发，结合江苏省社会经济发展现状以及水资源情势，构建了基于层次分析法模块式的江苏省水资源管理现代化水平评价指标体系，并对苏州、淮安、江阴、大丰不同水资源条件、不同经济发展水平试点地区的水资源管理现代化水平进行了初步评价。评价结果表明：江苏省水资源管理离现代化目标还有一定差距，再生水利用和水权水市场建设是主要薄弱指标，是今后水资源管理建设应该着重注意的方面。在参与评价的4个城市中，苏州水资源管理现代化程度最高，苏南两市（苏州、江阴）现代化程度明显高于苏北两市（大丰、淮安），这与各城市水资源管理现代化建设进度相吻合。

Studies on assessment indicator system water management modernization of Jiangsu based on AHP and composite index

Based on the background of water management modernization in Jiangsu Province,with the actu-al situation in Jiangsu Province,an assessment indicator system of water management modernization is creat-ed through analysis of inherent features and needs of water management modernization. A preliminary evalua-tion is also made in four cities (Suzhou, Huaian, Jiangyin and Dafeng) with different water resources and economic condition. The evaluation result suggests that there is still a long way to the water management modernization. And reclaimed water utilization and the costruction of water rights and water market are weak indicators which should be focused on. Suzhou performs best among the four cities involved in the evaluation, and two cities in southern Jiangsu (Suzhou, Jiangyin) are significantly higher than the other two cities in northern (Dafeng, Huaian), which agrees with the progress of water management moderniza-tion in four cities.
