改革水电前期工作经费筹措及管理办法的研究

从计划经济沿袭下来的水电前期经费投入与产出分离的两条线运行机制，已严重影响水电前期工作的发展，从而制约了水电建设的发展，因此，水电前期工作的改革，首先要解决经费严重不足的问题。水电前期工作经费筹措办法的改革，要明确责任者，要实行勘测设计成果商品化，走资源勘探与开发一体化的路子，建立和完善资金管理的制度。

Study on the reform for antecedent fund raising and its management of hydropower projects

The operation mechanism of the separation between input and output of antecedent funds for hydropower projects, which follows the planning economy, has seriously affected the development of the antecedent work of hydropower projects. Therefore, the reform of the antecedent work of hydropower projects should firstly focus on the problem of the serious shortage of project funds. In order to reform the antecedent fund raising, the responsibility should be expressly determined, the results of survey and design should be brought into commercialization, and the integration of resources investigation and development would be implemented and then the improved system of fund management would be established.
