| 摘 要： | 在计划经济体制向市场经济体制转型过程中，城市化发展进程中出现了一些新问题、新矛盾。本文分析了经济转轨时期我国城市化的发展变化规律，对未来市场经济体制条件下城市化的发展态势和区域经济社会发展趋势进行了预测。提出了调控和保障城市化和城市发展的政策构想和具体措施建议，为政府宏观调控城市化和城市发展提供政策参考，为制定国民经济和社会发展第十个“五年计划”和2015年规划、建设事业“十五规划”等重大决策提供咨询。
