摘    要:摘要:信息化战场上,谁拥有了制信息权,谁就占有了制胜的先机。防空兵指挥信息系统作为防空兵部队作战的“神经中枢”,俨然已经成为敌方对我方进行攻击的首要目标之一,如何提高防空兵指挥信息系统的防御能力是提高防空兵指挥信息系统作战能力,进而提高部队战斗力的重要途径之一。本文在层次分析法的基础上建立防空兵指挥信息系统的防御能力评价指标体系,充分考虑确定和不确定影响因素,运用多元联系数集对分析方法(简称SPA-MCN)对指标体系进行综合评价,最后依据五元联系数的评定标准评定防空兵指挥信息系统的防御能力。本文构建的评估模型能够客观地、合理地反映防御能力各级指标之间的联系度,对于防空兵指挥信息未来系统的发展建设具有一定参考价值。

Abstract:In order to improve the defense capability of air defense command information system, a method based on set pair analysis-multi-contact number (SPA-MCN) was proposed for the evaluation of the defense capability. Taking the certain-factors and uncertain-factors into consideration, establish the evaluation index system of the defense capability of air defense command information system based on the AHP, and use SPA-MCN to analyze the comprehensive evaluation of the index system. According to the assess standard of five element contact number to evaluate the defense capability of air defense command information system. Result show that the defense capability at a higher level. The model can objectively and reasonably reflect the connection between the defense capability indicators at various levels, for air defense command information system has certain reference value to the development of construction in the future.
