| 摘 要： | 财务管理是围绕资金运动而进行的开放性、动态性、综合性的管理。是对生产经营所需资金的筹集、运用、分配以及资金运动的全过程的筹划、预算、控制、考核、分析等方面的全面管理。在论证财务管理是企业管理核心的基础上分析了影响财务管理核心作用发挥的若干因素，继而提出了实现以财务管理为核心作用的应采取的措施。

| Abstract: | Financial control is an open, dynamic and comprehensive control revolving round funds movement. It is a overall control for raising, using and allocating funds needed in manufacturing and operation and whole course plan, budget, control, appraisal and analy- sis of funds movement, etc. The certain factors were analysed Ihat affected financial control to play core role, and the measures should be taken on realizing financial control core role. |
