北京大洋路批发市场商户自检费用支付意愿调查

批发市场是农产品流通的关键环节,从业商户是农产品的经营主体,了解商户对自检费用的支付意愿,对于完善食品安全监管制度具有重要意义。本研究以北京市大洋路批发市场的从业商户为调查对象,采用分层抽样和层内方便抽样的方法,发放500份调查问卷。发现99.3%的商户认为对农产品进行安全检测有助于扩大销售量;60.2%的商户愿意支付费用进行自检;对于检测主体,41.7%的商户愿意接受来自政府部门的检测,24.8%的商户愿意接受来自第三方机构的检测;37.8%的商户希望以设立电子屏幕的方式公布检测结果;80%以上的商户认为每批次的检测费用不超过50元,每年的检测费用不能超过销售额的1%—2%;对于检测费用的支付,超过80%的商户认为政府应该承担至少30%的检测费用。

Survey on Merchants＇ Willingness to Pay for Detection Cost in Dayanglu Wholesale Market of Beijing

Wholesale market is the key link of the circulation of agricultural products, and the merchants are the main management body, so understanding merchants＇ willingness to pay for detection cost is significant to formulate the food safety supervision system. Dayanglu wholesale market as obiect, this study adopted Stratified Sampling and Intraformational Convenience Sampling Method, issued 500 copies of questionnaires. We found that 99. 3% of the merchants thought testing could help to enlarge sales, 60. 2% merchants were willing to pay for the cost of detection, whereas as to the main body for detection, 41.7% of the merchants prefered to the government departments, 24.8% of the merchants accepted a third party institution, 37. 8% of the merchants hoped to set up a electronic screen to promulgate the testing re- sults. More than 80% of the merchants thought each batch for testing should cost no more than ~ 50, the annual testing costs should no more than 1%--2% of sales. As to the payment, more than 80% of the merchants thought the government should bear at least 30% of the test fee.
