加大节水减排力度 努力提高综合效益

解决我国水资源短缺和水污染问题，要进一步落实好水法提出的“地表水与地下水统一调度开发、开源与节流相结合、节流优先和污水处理再利用的原则”。落实好这些原则需要采取综合措施，其中，较大幅度地提高工业和城市用水水价，虽然有一定难度，但作用大、潜力大、必要性也很大。要借鉴国内外经验，解放思想，实事求是，加大力度，提高水的重复利用率，促进节约用水，减少污水排放，改善生态环境，提高综合效益。

Strengthening water conservation and pollution control for generating comprehensive benefits

In order to solve problems of water shortage and water pollution, the principle stipulates in Water Law of ＂ integrated regulation and development of surface water and groundwater, combination of resource development and conservation, and giving priority to water conservation and polluted water treatment and reuse＂ should be further implemented. However, it needs comprehensive measures to raise water tariff of industrial and domestic which has great potential for water conservation but with bigger difficulties. It is necessary to learn experience from other countries, take more open, realistic and innovative approaches and increase rate of repetitive water use, efficient water use and reduce pollution discharge, improve eco-environment and maximize comprehensive benefits.
