按照中央和上级的指示精神,结合中国石化销售有限公司川渝分公司的实际,介绍了该公司抓好安全工作的指导思想和要求,强调石油公司的安全管理工作一定要牢固树立以人为本,“一切事故都是可以控制的”和“安全源于责任心、源于设计、源于质量、源于防范”的观念。在安全管理上要由单纯强调领导负责向强化全员责任意识转变;由被动防范、事后处置和强化源头、预防优先转变;从集中整治检查向制度化程序化管理转变;由偏重伤亡事故控制向全面落实HSE体系转变。

Stick to human-oriented management and ensure safety in production

Human-oriented management and ideas that all accidents are controllable, and safety comes from responsibility, design, quality and countermeasures are essential to security management. Emphasis of security management should transfer from leaders' responsibilities to staff's recognition of responsibilities, from passive control to preventive control, from mass rectification to systematic management, and from great accidents to HSE management. Sticking to human-oriented management and implementing safety regulations is essential to improve building of safety culture, establish long-lasting safety system and ensure safety in production.
