政府社会治理机制创新的过程评价及政策建议

近年来我国社会治理制度创新不断,但是各地实践探索却进入瓶颈期,遇到的共性阻碍有政府和社会组织自身可投入资源不足、社会治理的制度和规范尚未健全、社会组织参与社会治理的活力不足及大数据技术应用管理缺乏有力规范等。借鉴政府管理创新的结构主义理论,采用决策理论评估的方法,将社会治理机制创新纳入政府管理创新系统中,指出实现社会主体和社会治理结构的"新组合"是社会治理顶层设计的完善路径。建议尽快完善社会治理顶层设计,厘清各级政府的权责清单,加强政府社会治理能力建设,引导各方主体有序参与社会治理,推进依法行政和社会治理法制化,持续激发社会治理创新活力。

Process Evaluation and Policy Suggestions for the Innovation of Government Social Governance Mechanism

In recent years,social governance system have been innovating in China,while the local governments’ innovation actions have encountered several obstacles including that government and social organizations’ poor resources,the unsound institutions and norm of social governance,the inadequate vitality of social organizations’ participation in social governance,and the shortage of regulation in big data utility and management.With the aid of the Structuralist Theory of Government Management Innovation and the Evaluation Method of Decision Theory,this paper analyses introducing the innovation of social governance mechanism into the system of government management and then points out that the path of top-design social governance is to form a "new combination" of social subjects and social governance structure.It suggests to improve top-design of social governance as soon as possible,clarify the list of rights and responsibility between central government and local governments,strengthen the capacity of social governance,guide the subjects to participate orderly,accelerate the process of legislation and regulation in public administration and social governance,upkeep innovation energy of social governance.
