长三角人才集聚与流动的现状特征与人才协同政策建构

长三角一体化成为国家战略,对人才的协同发展提出了新的要求。在分析长三角人才发展现状的基础上,总结出长三角主要城市间在人才层次结构、产业领域分布、人才共享共用、人才流动模式、人才流动结果等五大方面差异化的具体特征。在分析区域人才共享中存在的共享理论、公共信息服务、市场化程度和监督体系等问题的基础上,概括了影响长三角人才发展的三大影响因素。最后,从顶层设计与组织协调、人才共享与人才流动、人才合作与沟通渠道、总体调控与监督体系四个方面对建构长三角人才协同发展的政策体系路径进行了讨论。

The Current Characteristics and Coordination Policy Construction of Talent Gathering and Flow in the Yangtze River Delta Area

The integration of the Yangtze River Delta has become a national strategy,which puts forward new requirements for the coordinated development of talents.On the basis of analyzing the current situation of talent development in the Yangtze River Delta,this paper summarizes the specific different characteristics among the major cities in the Yangtze River Delta in five aspects:the hierarchy of talents,the distribution of industrial sectors,the sharing of talents,the mode of talent flow,and the results of talent flow.On the basis of discussing the issues of sharing theory,public information service,market-dependent degree and supervision system in regional talent sharing,the paper summarizes three major influencing factors of Yangtze river delta talent development.Finally,the paper discusses the policy system path of the integration development of talents in the Yangtze River Delta from four aspects:top-level design and organization&coordination,talent sharing and talent flow,talent cooperation and communication channels,overall regulation and supervision system.
