| 摘 要： | 介绍了PPP模式在香港特别行政区基础设施建设中的应用状况,讨论和分析了香港特区政府对公共工程的管理架构、PPP模式的典型架构以及PPP模式的主要实施流程,在此基础上分析了有效应用PPP模式的主要政策环境,包括政府角色、监管规制、问责机制与公众参与方式,为在我国基础设施建设中引进PPP模式提供了借鉴.
