电力中长期交易分步安全校核方法

摘    要:针对目前中长期电量交易的安全校核问题,该文提出月度弹性预校核和日前校核相结合的分步安全校核方法。在月度市场开市前,调度机构向各区域的市场主体公布典型日发电量空间,并依此对机组的中长期交易电量和计划电量进行弹性预校核,形成预校核结果和相关风险提示,发用主体可自主决策是否对超过该限值的电量进行交易。在日前阶段,基于计划电量安排、市场交易的月分日电量,以最小化虚拟发电成本为目标,考虑最新的电网拓扑及线路约束、负荷预测、清洁能源出力预测、机组运行约束等,建立日前校核模型对日电量进行安全校核。最后,以IEEE14节点系统为例,模拟中长期市场交易的分步安全校核流程,验证了所提方法和模型的有效性。

Abstract:Aiming at the issue of security analysis on the medium and long-term electricity transactions in China,this paper proposed a step-by-step security analysis method combining monthly elastic pre-checking and day-ahead security analysis.Before the opening of monthly market,the market operator discloses the electricity space of typical day to the market players.According to this,the market operator carried on the elastic precheck to generator’s market electricity and scheduled electricity.Then,the pre-check results and the risk warnings were formed,and the market players could decide for themselves whether to trade beyond the limit.In the day-ahead market,based on the daily electricity quantity,it a day-ahead check model was established to carry on the security analysis,which aimed to minimize the virtual cost,and considers the latest grid topology and line constraints,load forecasting,clean energy output forecasting,units’operation constraints,etc.Finally,the effectiveness of the proposed method and model was verified by simulation analysis of the 14-node IEEE system.
