| 摘 要： | 文章分析了火灾发生、发展及蔓延的规律，讨论了影响火灾损失的因素，介绍了评估建筑火灾预期损失的特尔菲方法。用此方法既可以在防火设计时比较不同防火措施的经济效益，又可以为保险公司确定保险对策提供依据。

| Abstract: | In the light of the analysis of the mechanism of fire occurrence, development and spread, the paper discusses the factors influencing the fire loss and also introduces Delphi Approach which can be used to calculate the fire loss expectation. Furthermore, the method can be used to compare the benefits of different fire safety measures in the event of the fire protection design and it can provide basis for the insurance company for determining its insurance countermeasures. |
