山东省水利信息化建设中的因素思考

为提高水利信息化系统建设的成功率,从山东省水利信息化建设的现状出发,分析影响水利信息化进程的主要因素:人为、方法和管理等因素,提出水利信息化项目建设中应遵循和重视“人为因素”的重要性,实施人本管理;应该通过逐步增加资源的范围,实现“小步快跑”的方式建设水利信息化系统;在水利信息化建设项目的生命周期中的调研、实施和运行3个阶段,都要进行计划、组织、指挥、协调、控制和评价,以实现项目的目标,以期为山东水利信息化建设的布局和重点提供有益探索.

In order to improve the success rate of water resources information system construction, proceeding from Shandong provincial water resources information constructing current situation, the article analyses the main influence factors which are factitiousness, methods and management.
