防汛防旱预警系统的设计与实现

摘    要:针对水利信息化过程中防汛防旱系统的建设现状与问题,在防汛指挥系统建设的基础上,建立灵活、统一、可扩展的防汛防旱预警系统.系统总体分为数据管理,以及预警分析引擎、管理、发布等4个功能模块,对实时雨水情等实时数据进行监测预警.系统密切跟踪雨量水量等信息,利用 PUSH 技术向用户提供文字图片形式的水雨情实时信息,通过预警分析引擎对水雨情数据进行分析,实现对汛情、旱情、灾情的预警.

Abstract:For the situation and problems of flood control and protection against drought system during the process of water resources information construction, a flexible, unity and extensible system is developed based on the flood control and command system. The whole system is divided into four modules that are data management, early-warning analysis engine, early warning management and warning display. This system can monitoring the real-time rainwater condition. It sends the real-time information to users with word or picture form. And it analyses the rainwater data with the early-warning analysis engine to realize early warning for flood, draught and disaster.
