| 摘 要： | 居民阶梯电价政策已执行1年,在具体执行过程中发现了潜在法律风险、合表用户计量、前店后居及执行周期不当等问题。通过对问题的系统梳理和政策比对,提出了加快分表计量、调整计算周期、放宽电采暖认定范围等建设性对策。

| Abstract: | The policy of step power price has been carried out for nearly one year,some specific problems such as potential law risk,several clients under one meter,function-mix of business and house-living,inappropriate checking-meter cycle are found during the calculation process.With careful check and comparison of the policy, some practical advices such as measuring by single house, adjusting the checking-meter cycle, loosen the electric-heating policies are given. |
