洪水实时调度水库防洪能力确定

摘    要:北方干旱半干旱地区大中型水库采用动态汛限水位控制可以大大提高汛期洪水资源的利用水平,但带来的风险也相应增加。根据水库洪水调度的实际操作过程,制定高效、快速的水库洪水实时调度模式是十分必要的。本文根据水库洪水调度决策的实际操作过程,提出了通过水库实时水位对水库实时防洪能力进行判别决定调度方案的实时洪水调度模式,定义了实时水位和实时防洪能力,构造了实时防洪能力计算模式,克服了传统调度的局限性,使得调度决策方案、调度会商时间大大减小,减少了水库洪水调度的风险。

Abstract:Medium-large size reservoir in north semi-arid and arid areas adopted dynamic flood control level could greatly advance the utilizing level of flood resources in flood season,but the risk that have brought correspondingly increased too.It is quite necessary to establish highly effective and fast reservoir real time flood dispatching model based on the practical operating process of reservoir dispatching.This paper based on the practical operating process of reservoir flood dispatching decision-making,put forward the real time flood dispatching model which distinguish and decide the dispatching scheme through the reservoir real time water level and reservoir real time flood control capacity,defined the real time water level and real time flood control capacity,constructed flood control capacity computation method,overcame limitation of traditional dispatching,so as to greatly shorten the time of deciding the dispatching scheme and putting heads together the dispatching,greatly decrease the risk of reservoir flood dispatching.
