| 摘 要： | 尼尔基水利枢纽工程作为国家重点建设项目，严格按照招标投标法及相关的政策法规进行招标管理。针对尼尔基工程项目的特点，通过严格招标管理，进行事前综合控制，制定了较为详细完备的程序和方法，取得了显著的成效，特别是使工程造价得到有效的控制，同时也保证了质量、工期及投资三大控制目标的实现。
